It is easy to levy the criticism that it could have been better designed or built cheaper. We feel sure that these remarks have been applied to probably ninety per cent of buildings ever constructed. In the case of Leighton Hill Flats, a little bit more economy could have been exercised. but taking into consideration the size of the project and the number of other projects being handled at the same time by the limited staff of the Architectural Office, we feel that the effort is a truly creditable one.

The cost of first class residential construction varies between $2.00 and $3.00 per cubic foot, depending upon the size of the project and the type of fixtures and fitting used. A general average of $2.50 per cubic foot can be taken as a fair representation. The cost of the Leighton Hill Flats, therefore, even in their widest interpretation is well with- in this range and the fact that several other buildings are being built of similar design and construction methods should ensure an overall reduced cost which will bring these Government projects well within the cost of construction under private enterprise.
