HIEF problem in designing the University of Hong Kong's new library and students' union building. which lie together in the quiet heart of the University compound, arose from the decision of the University authorities, after long and careful consideration, that the quiet of the area must not be disturbed by having a motor road to either of the two buildings.

Originally it was proposed to lower the proposed site and build an access road to it. The earth so obtained was to be used to fill an adjoining valley in order to provide additional building sites and car parking space.

This plan was put aside and the decision was made to have no road. This put severe limitations on full
