The total area of the two sites about two acres and with a popula- tion of 3.536 persons, playing space will be required for well over 1,000 children. The only manner in which this can be obtained is to build high blocks of flats covering small ground areas. thus leaving the greatest possible open space. A height of ten storeys was decided upon as heights above this become more expensive in construction costs.

of

Buildings of this height require lifts. By adopting a goods type lift with automatic control the cost can be kept down to about $30.000.00 for each lift. Two lifts have been in- cluded in each block; they will have stops at the ground, 5th and 8th floors only. Thus the occupants the 4th and 7th floors will have to walk down one flight of stairs and the occupants of the 6th and 9th floors will have to walk up one flight. The capital and running costs of the lifts have added $3.00 per month to the rentals. On the other hand no lifts were installed, the maximum height of blocks would be six storeys; this would provide a total of only 356 flats on the site if the same open space was retained. The cost of land divided into 356 flats instead of 592 flats provided by ten storeys adds $6.40 to the monthly rentals. The cost of the lifts is more than offset by the saving in the cost of land per an important consideration when the land is valuable as in this case.
