Elevator Co. Its car size is large enough to enable a wheelchair to turn for for- ward entry and exit. Handrails are fitted on three sides and the low con- trol panel is related to the reach of persons in wheelchairs. The control buttons have deeply engraved numerals to enable the blind to feel for the re- quired floor button.

A repeating bell and a flashing light attract the attention of the deaf and blind to the arrival of the lift which has a lengthened time on landing and a slow door movement, less likely to unbalance those on artificial limbs.

Since this particular installation is designed primarily to enable the dis- abled to use lifts, it is worthwhile noting that in Hong Kong, where most people live in tall buildings, little re- gard is paid to the needs of such people. Large buildings, especially those for use by the general public, could have at least one lift equipped for their easier use.

In providing for all these special features the architect for the centre used as a guide the American Standard Specifications for Making Buildings and Facilities Accessible to, and Usable by, the Physically Handicapped, Al17.1- 1961. This lays down basic standards for all buildings, and its specifications were partly modified by reference to Designing for the Disabled, by Selwyn Goldsmith, published by the Royal Institute of British Architects.

The vocational centre is sited on a 29,100 sq. ft. lot at the junction of Kwun Tong Road and Tsui Ping Road in Kwun Tong, an industrial suburb of Kowloon. It is located near a group of facilities offering related and compli- mentary services, such as a residential medical rehabilitation centre, a voca- tional training centre, a residential cen- tre for the mentally handicapped and a réform school.
