A development of two main ele- ments was devised: a high block lo- cated at a level to avoid noise from the nearby playground and to provide views across the harbour, and low block raised to a level so that a swim- ming pool could be constructed in the shelf of the main hill, again avoiding retaining wall construction. A raft from the main block to the pool area creates space below for ventilation and service ducts.
A bowling alley was called for in the scheme and, since this requires no

Being a development on behalf of a welfare mission, the scheme needed to be as economical as possible. For this reason the architects adopted a module of 19ft., which takes in two bedrooms. This created some problems in the layout of the lower public floors, but the module was nevertheless main- tained throughout the building.
To take advantage of the stepped site spread footings were used. The structure above is a normal column and beam in-situ slab construction, with one wind wall at each end and another in the centre. Off-form con- crete used for the staircases and lifts is designed to tie-in with the beam detail to the front and rear elevations.
