AN ancillary of Hong Kong's renewed industrial boom is the gradual closing of the gulf between rich and poor. The salaries which professional men and skilled workers now command have brought a new and increasing middle- class population which was unknown ten years ago.

A consequence of this development is that there is now a very much wider section of the community that expects and demands housing of a reasonably high improved standard. The so-called 'European-style' or 'luxury class' apart- ment is no longer exclusive to the colony's temporary residents and it is this situation that makes the need for private apartments more pressing.

In recent years there has been very little residential construction aimed at Hong Kong's middle income group, and it was with considerable foresight that Mei Foo Investments Ltd. a joint venture of Mobil Oil Corporation, Galbreath-Ruffin Corporation and Turner Construction Co. decided five years ago to build on its Lai Chi Kok site high-density, but high standard, flats for sale at between HK$30,000 and HK$120,000.

The apartments vary in size from one-bedroom to four-bedroom units and are occupied by families from four to 12 persons with the average estimat- ed at 6.5 per unit. At the early plan- ning stage the developers estimated ning stage the developers estimated that a family income would probably range from HK$900 to $3,000 per

month.

For Hong Kong, it is the first pri- vate development to be built as a self- contained community. In providing ac- commodation and complete services - shops, open space and recreational facilities for a population of almost 80,000, it is a private sector parallel to the Housing Authority's Wah Fu Estate (Far East Builder, March 1970). A central feature of its layout is an elevated podium which provides free- dom of movement to pedestrians above major roads, parking and service drives.
