View from Kellett Bay showing slab blocks, podium (centre) and twin tower under construction

90 ft. above sea level.

The main deck of the complex con- sists of a pedestrian-only podium with direct access from street level at the northern side where there is a bus terminus. This podium is linked by a footbridge on the western side to a ter- race on which are sited clinics, a ma- ternity home with 20 beds and banks

all on the same level, in the lower floors of a residential block.

In the centre is a two-storey build- ing with 15 shops and a three-storey department store of 20,000 sq.ft. The store appears as a single-storey unit above the podium, having two floors below.

A large restaurant occupies the whole of the upper floor over the shops and a community hall is located over the department store. The res- taurant and community hall can be combined into one unit for large func- tions. At the south western corner is a post office on three floors, with sort- ing and delivery facilities.

Direct access to a three-storey car park is obtained from the podium level, and below the podium ground level is vehicular access from a ring road for delivery purposes.

On the same level in one of the residential blocks is a spacious public branch library which includes study cubicles for students anxious to have a quiet space away from their small flat, when studying for examinations.
