Extensive investigations into Hong Kong's future transportation requirements carried out by two independent teams of speci- alists culminated in the publication last month of the 'Hong Kong Mass Transport Study' and the 'Hong Kong Passenger Transport Survey, 1964-66'. The former was undertaken by con- sulting engineers, Freeman, Fox, Wilbur Smith and Associates, following an agreement, signed in February 1966, to produce re- commendations for a long range mass transport programme. The latter is a project by the Tropical Section of the British Road Research Laboratory to determine the pattern of travel within the Colony and to help in establishing a transport unit within the Government organisation.

RINCIPAL feature of the consultants

recommendations in the Hong Kong Mass Transport Study is a pro- posal for a 40-mile underground rail rapid transit system estimated to cost about HK$3,404 million.

Such a system, say the consultants, would take 161⁄2 years to design and build and, when finished, would carry a third of all public transport passen- gers. The long-term programme pro- poses four separate railway lines with 50 stations. They would use electric

cars.

The first line would be from the Western Market on Hong Kong Island to Kwun Tong through a tun- nel under the harbour and north up Nathan Road then through Kowloon Tong and Wong Tai Sin down to Kwun Tong and Ma Yau Tong. The second line would connect the Cen- tral District with Tsuen Wan, running from the old naval dockyard through the cross-harbour tunnel to Tsim Sha Tsui and up through Kowloon and Lai Chi Kok.

The third line would connect Ken- nedy Town to Chai Wan along the north shore of Hong Kong Island, and the fourth would run from Tsim Sha Tsui to Sha Tin via Hung Hom, To Kwa Wan, Kai Tak, Tsz Wan Shan and Diamond Hill.

The consultants visualise this sys- tem carrying about 45,000 passengers in a peak-hour in one direction by 1986 on the Tsuen Wan and Kwun Tong lines; about 35,000 on the Is- land line; and about 25,000 on the Sha Tin line. Recommended fares

range from 10 cents (for up to 14 miles) to $1.30 (for up to 20 miles).

The report also proposes a system of bus routes to carry people to and from underground stations.

A hovercraft ferry service between Hong Kong and Castle Peak is also proposed. The consultants believe that the Peak Tramway, the Kowloon- Canton Railway, the outlying ferry services and at least one cross-harbour ferry are expected to be operating in 1986 as they do now.

tions about the future growth of Hong Kong and assumes that the number of car-owning households within the existing urban area will increase from 36,800 in 1965 to 144,000 by 1986 and that the number of public trans- port trips per day will rise from 3.3 million in 1965 to 7.4 million in 1986.

The proposed railway system would pay its way if capital is made avail- able at 4.2 per cent interest rate. The report concludes that, as finance at this low rate of interest is unlikely to be obtainable, some assistance from public funds is likely to be necessary in the earlier years.

The consultants state: "Our propos- als for this system take the form of a six-stage development plan aimed at opening the first section of line in 1974 and the last in 1984. To ach- ieve this, detailed planning and de- sign must start in 1968 and construc- tion in 1970. The scheme has been worked out so as to achieve the short- est completion period consistent with economy".
