According to the brief, the pro- posed building had to fulfil four main functions: first, provide office accom- modation for the directors and head- quarters staff of the Uganda Commer- cial Bank; second, provide accom- modation for all the activities of the Kampala branch of the bank; third, provide lettable floor space for offices and possibly retail shops; and finally, provide residential accommodation for a number of senior bank officials.

The brief stated: 'As the scale of operations of the bank expands, the accommodation occupied by its head- quarters staff and also by the Kampala branch must be able to increase. The planning of the lettable office space must therefore permit its flexible use, in conjunction with both sections of the bank premises. Provided the func tional requirements of the bank are fully met, the directors wish to leave the competitors with as much freedom of design as possible, within the finan- cial limit set and the need for finishes and equipment of high quality.'

The absolute total limit of cost for the whole project was US$2.8 million. The first phase including all the bank accommodation was not to exceed US$2.16 million.

In his report, the adjudicator, R. W. Paine, of Canterbury, Kent, said: 'Two schemes were found to be of
