developed comprehensively in the Re-

public of Singapore. It is sited in the heart of Chinatown on the western end of the urban shopping and com- mercial belt.

The longest boundary of the site is along the main arterial road, linking the city's commercial district with the more populous housing estates. The location of the main entertainment centres such as cinemas and open spaces in a linear stretch have ac- counted for the set pattern of pedes- trian movement around the site. However, existing facilities are inade- quate to cater for these movements and result in overspilling of pedestrian traffic on to the roadway.

The proposed scheme aims at re- capturing the spirit of the "people's" shopping centre. The existing Peo- ple's Park has served as a market,

shopping and eating centre for the local community for many years, and already a strong pedestrian movement pattern has been established in and around the site.

The ground floor is reserved en- tirely for large turnover shops, kiosks and pedestrian circulation. A gener- ous central pedestrian concourse is laid out linearly to form the central spine along which the shops are locat- ed.

So laid out, it becomes in effect an extension of the surrounding pedes- trian walkway, enhanced with facili- ties such as shelter from the weather, resting and seating.

Large voids are provided over the upper decks to give the effect of space which envelopes the shopper as he travels from one level to another. From the ground floor concourse, the large voids also define the various
