be completed within one year. The 10-storey buildings are also able to give us the necessary densities in the housing estates.
Varying heights to the buildings have been introduced into the estates to give a different sky-line and also to give individual character and ex- pression to the housing estates. All the buildings above six storeys are provided with lifts.
As the lift is an expensive item, to make an effective use of the lift the stops are arranged at five floor in- tervals, which is most economical in the provision of the lifts. In other words, the tenants are expected either to walk two storeys up or two storeys down for the lift. The majority of the flats have access through the cor- ridors.
As has been stated Singapore has a long tradition of some degree of communal living and the demand for European-type absolute privacy is not prevalent among the Singapore working population. Therefore, corri- dor access has been adopted in the planning.
(f) Utilisation of land area within the
neighbourhood:

Although there is no special alloca- tion for open spaces for the tenants, the spaces between the buildings oc- cupy about 32 per cent of the total space within the estate and are usual- ly fully utilized by the tenants. Chil- dren's playgrounds with proper equipments are also provided within the estate. More than three-quarters
of the 20 per cent of the land area allocated for schools is kept open as sports grounds and children's playing fields.
Conclusion
The Housing & Development Board has so far provided public housing for about 2 million people or approximately 25 per cent of the total population. By 1970 when our Second 5-Year Development Plan is completed, there will be an addition- al 350,000 people provided with pub- lic housing.

The situation in Singapore is haps unique among Asian countries in terms of geographical location and historical development. However, there is a large spectre where Singa- pore is in common with other major cities in this region.
The common factors are: the po- pulation within the city increasing at a very high rate: the big percentage of unemployment and under-employ- ment within the population; and the much lower educational and techno-
logical level among the population as compared with the developed coun- tries of Europe and America.
Capital formation is very slow and small and there is no substantial amount of Government funds avail- able for social development. There is a shortage of foreign exchange for the purchase of imported equipments and materials for public housing and trained architects, engineers and town a shortage, to various degrees. of planners to prepare the schemes for development.
