To connect the complex to the nearest public highway, three miles of access road, with a 22 ft. carriage- way, had to be constructed. Two miles were through jungle and swamp

and approximately one mile along the coast. The coast road was com- plicated by the steep slopes and deep ravines of the area and was also sub- ject to the eroding action of waves from the sea.

Water Supply
As no government water supply would be available within a reason- able distance of the site for several years, and as surface water resources in the area consisted only of a few small streams with limited catchment areas, resort had to be made to ground water abstraction. Several boreholes were drilled in selected areas and tested for quantity and quality.
The average depth of the boreholes was about 200 ft. before entering de- composed granite. Four bores were selected and submersible pumps in- stalled. These were connected to a central point for pumping to a storage tank on an elevated position above the complex.
To conserve potable supplies, all water for firefighting and sanitary uses is drawn from the sea by sub- mersible pumps fixed to the jetty and thence to a separate storage tank on top of the mill building. The reticula- tion of this section is in p.v.c. piping.
After commencing clearing the jungle during January 1963, the mill complex became operative in Decem- ber 1965, the first ship unloading grain on the December 6, 1965.
