RIVATE developers are being of- fered "maximum opportunities" to participate in bold new plans by the Singapore Government to carry out a comprehensive slum clearance and urban renewal programme for large areas of the city.

Initially the Government is inviting private enterprise to carry out 14 urban redevelopment projects on strategic sites, These are likely to involve a total investment of over $$90 million.

Developments planned for the 14 sites range from hotels, offices, shopping centres and restaurants to amusement centres and apartment blocks. A breakdown of the 14 sites, their areas and the proposed develop- ments are given in The Schedule on this page.

As an inducement to private inves- tors, the Government is offering many concessions. Among these are:

The Singapore Housing and De- velopment Board is acting as the agent of the Government. The Board states: "Selection of tenders will not be based solely on the premium offered but will also be judged on the overall economic return and design merits of the scheme",

Information about the sites and the form of tendering is now available in brochures showing all 14 projects in general, These brochures cost S$50 a copy. In addition, "Developers packets" showing full details of a specific site are on sale at $100 per packet.

exhibition of models and plans for the various developments is being held during office hours at the Housing and Development Board's Office, 6th Floor, Princess House, Alexandra Road, Singapore. It is un- derstood that groups from Hong Kong, Japan and Manila have already visited the exhibition.

Making the first announcement of these urban renewal plans recently, Singapore's Minister for Law and Na- tional Development, Mr. E. W. Barker, said it was intended that work

on the projects should begin as soon as possible and that all 14 projects should be completed in three years. Then further sites would be offered.

A tenderer who planned to carry out any of the projects had three al- ternatives, he said. "He may adopt the sketch plans provided by the Government, or he may amend them. or reject the Government plans and submit his own. Thus a certain flexi- bility is allowed so long as the de- veloper bears in mind the nature of the project intended for the area."
