Authority's point of view, emphasis has been placed in the past on faith- fully following a design planned for traditional methods of construction and much can be learned from this pilot scheme about precast produc- tion methods and new design possi- bilities.

The true value of the experiment, apart from providing additional ac- commodation, is in applying what has been successfully carried out else where in the world to local conditions and in training local staff to handle the plant, with the ultimate object of finding out whether this or similar systems could be economically ap plied to large scale housing schemes with better and less costly results than those being achieved by conventional building methods.
