ROM any point of view, the C$25 million Toronto City Hall com- bines beauty with function.
Its distinctively shaped towers, thrusting upward from their integral podium, clearly depict the city's dual, municipal-metro form of government. Nestling between the towers, is an elevated circular council chamber. Exposed concrete construction was used for the whole development.
An international competition for designing the centre was held in 1961 and attracted 532 entrants from 42 countries. Judges included five re- nowned names in architecture: Sir William Holford, England: Ernesto Rogers, Italy; Eero Saarinen, United States: C. E. Pratt, Canada; and Gordon Stephenson, Canada.
The late Viljo Revell of Finland produced the winning entry. His firm then combined with John B.
