The increase of minor staff in the Headquarters Division is offset by the decrease of Seaman posts under the Port Control Division in connexion with a re-allocation of duties. In the Lighthouse Section, 1 post of Inspector of Lights is provided to replace 1 Principal Lighthouse-keeper, 1 Lighthouse Mechanic is required for the maintenance of increased number of navigation lights and 3 Station Attendants and 1 Painter Class II are provided to perform duties formerly done by Port Control Division seamen. Under Government Slipway, 1 post of Assistant Mechanical Inspector is provided to assist in technical duties, 1 post of Executive Officer for general administrative duties and 1 post of Motor Driver for an additional lorry for which provision is included under Special Expenditure.

The changes in respect of launch crew posts noted above and in the Estimates reflect a revision of the various grades which was approved during 1963-64. In addition, certain new posts are also provided for new launches.

Other Charges Annually Recurrent show an overall increase of $972,500 mainly to meet increased costs in respect of the operation and maintenance of Government vessels and also maintenance of harbour and navigational moorings.

The details of provisions under Special Expenditure are set out in full in the body of the Estimates. Provision of $6,500 is included in the Subhead "Cable and Wireless stores" to cover the pur- chase of certain spare parts under the terms of a revised agreement with the Company covering the provision of technical services. The total provision of $4,673,200 represents an increase of $2,474,600 as compared with the figure for 1963-64.
