The recurrent subvention included under the new subhead "Commercial Public Relations Over- seas" is a contribution towards the purpose indicated by the title of the vote. 50% of the sum provided derives from a special stamp duty of $1 on import and export declarations.
The provision included in the new Special Expenditure subhead "National Income Studies" is in respect of a 2 year research fellowship at the University of Hong Kong, established during 1962-63 for the purpose of the study of Hong Kong's national income.

One of the new posts of Senior Accounting Assistant is offset by the reduction of 1 post of Treasury Accountant. The remaining 8 posts of Senior Accounting Assistant and the 15 posts of Accounting Assistant were approved by Special Warrant during 1962-63 and were off-set by the reduction of 9 posts of Executive Officer, 5 posts of Stock Verifier, 1 post of Senior Examiner, 3 posts of Examiner, 2 posts of Treasury Tax Inspector Class I and 3 posts of Clerk.
Of the 9 additional posts of Clerk, 5 are for the Revenue Branch (Property Tax and Collection Sections) and 4 for the Establishment Branch (Passage and Salaries Sections).
The 2 new posts of Accounting Machine Operator are off-set by a reduction of 2 posts of Clerk.
The new post of Motor Driver is required for the additional motor vehicle provision for which
is included under Special Expenditure for use in connexion with parking meter collections.
