The two grades of Assistant Field Officer and Field Officer Class II are now shown in a combined establishment to ensure to suitably qualified officers adequate opportunity for advancement.

The additional pensionable post of Veterinary Officer is required to cope with the increased veterinary work and the supernumerary post to maintain normal services on departure of the Senior Veteri- nary Officer on leave prior to retirement and during the Veterinary Officer's home leave. 1 Senior Field Officer is required to co-ordinate the work of field staff on fencing, quarters, and use of equipment etc., 2 Field Officers Class I for crop compensation and certification and 1 Field Officer Class II (offset by the reduction of 1 post of Field Assistant Class I) for pond fish farming. The 3 new posts of Health Inspector are provided for meat inspection duties in the New Territories Slaughterhouses and for the inspection of duck carcases. As result of a continuing increase in loan activity, the 2 posts of Clerk provided for work in connexion with the Kadoorie Agricultural Aid Loan Fund, previously shown as supernumerary, have been transferred to the permanent establishment. The 2 new posts of Clerical Assistant are required to assist in increased accounting and stores duties. 2 additional Artisans Class II are required for repairing and maintaining fish ponds and for helping to supervise pond fish husbandry and 3 Semi-skilled Labourers and 1 Driver for work in connexion with the pig breeding scheme.

The increase in provision under Subsistence allowances is to cover the payment of a special subsistence allowance to certain forestry staff during the fire season which was approved during 1962-63.

The continuous increase in revenue and expenditure and the provision of additional services by Government has necessitated additional posts as indicated above and also the small increase in the provision under Other Charges Annually Recurrent.
