Of the 2 additional posts of Senior Superintendent, one is required for the Marine Division and the other results from the upgrading of the post of Staff Officer (Finance). These 2 posts are offset by the reduction of 1 post of Superintendent/Assistant Superintendent and 1 post of Senior Inspector. 2 of the 5 additional posts of Superintendent/Assistant Superintendent and the 2 posts of Sergeant Class I are offset by the reduction of 2 posts of Chief Inspector and 2 posts of Sergeant respectively. The remain- ing additional posts ranging from Superintendent/Assistant Superintendent to Constable are required for normal Force expansion.
One Woman Senior Inspector is required to perform duties of Second-in-Command of the Women Police Unit and to take over complete command in the absence of the Woman A.S.P. Other increases approved are 3 Women Inspectors, 6 Women Sergeants, 9 Women Corporals and 82 Women Constables. Of these 4 Women Corporals and 28 Women Constables will form a new sub-unit to control parking at metered spaces and elsewhere.
The new post of Senior Police Training Officer is provided for the supervision of Continua- tion Training Courses and Examinations and is offset by the reduction of 1 post of Police Training Officer. A new grade of Police Interpreter is introduced for duties previously performed by members of the General Clerical Service who were employed as Interpreter Clerks in Police Report Rooms and certain C.I.D. offices. The new posts of Police Interpreter Class I (29) and II (115) are consequently offset by the reduction of a corresponding number of posts of Clerk. Of the 4 new posts of Mechanical Inspector Class II, three are required for duties as Motor Vehicles Inspectors in the Traffic Office (re- placing Police Inspectors) and one for the Marine Division. The new post of Armourer is provided for duties previously performed by a Police Inspector. Additional posts not specifically mentioned above are provided to cope with expanding activities and an increasing volume of work and in some instances are offset by the reduction of posts in other grades consequent upon a review of duties to be performed.
Other Charges Annually Recurrent show a net decrease of $121,500 which is mainly attribut- able to a decrease in the provision under Uniforms and accoutrements for disciplined staff. Provision is included in a new item-Accounting machines under Maintenance in connexion with the hire of statistical equipment for the C.I.D. and Traffic Office.
Approximately half of the provision for Special Expenditure is accounted for by revotes. The additional funds for Arms and ammunition are required for the replacement programme for revolvers. Provision is included for two calculating machines (one to replace a worn out model and one for the Commercial Crimes Office) and two cash registers for the office of the Registrar of Motor Vehicles to speed up issue of licences etc. Diesel generators are required to supplement equipment at present in use and to replace petrol engine sets. The duplicating and copying machines are required for Command Headquarters and C.I.D. The provision under Electrical and Mechanical Stores includes the supply and installation of searchlights at new posts, while the sum shown under Loudhailers and other sound equip- ment is for transhailers for new Divisional Stations. The provision under Motor Vehicles is required for the expansion of existing activities and for approved new projects and to replace worn out vehicles. Provision is included under Radio Telephony equipment for radio and radar equipment for launches in connexion with the expansion of the Marine Division.
