Headquarters
The post of Assistant Chief Engineer is provided to relieve the Director and his senior engineering staff of the ever increasing pressure of work at Headquarters. The remaining posts are to assist with general secretarial and clerical work.
Architectural Office
The great increase in the amount of Government building work still necessitates the placing out of a part of this work to private architects and quantity surveyors. This pressure of work has been further increased by the recent decision in connexion with low-cost housing. The additional posts have accordingly been provided to enable this Office to cope with the increasing demands being placed upon it.
Buildings Ordinance Office
The
The additional senior and professional posts have been created to permit a re-organization within the Office so that it can meet its increased responsibilities under the Buildings Ordinance. additional Clerks, Typists and Messengers are required to deal with the extra routine work involved.
Crown Lands and Surveys Office
The additional posts have been provided to deal with the increase in land and planning work.
Development Office
This Office will undertake various additional development schemes during the year and the 47 new posts included are required to deal with the civil engineering works involved.
Drainage Office
The additional post of Engineer/Assistant Engineer and the 15 junior grade posts are required to cope with the increased drainage programme being undertaken by this office.
Electrical and Mechanical Office
The Assistant Chief Engineer and the additional professional and technical staff are required to cope with the installation and maintenance of equipment in new Government projects.
Port Works Office
The post of Assistant Chief Engineer is required to assist the Chief Engineer, whilst the remaining 22 posts are required to deal with the additional works being undertaken by this Office.
Roads Office
This Office is undertaking additional responsibilities in connexion with traffic problems, private quarries, road construction, etc. and the additional Chief Engineer and subsidiary staff are required for this work.
Waterworks Office
The new posts of Assistant Director, Assistant Chief Engineer and subsidiary staff are required to deal with the ever increasing demand made upon this Office to increase the Colony's water supply. The new Treasury Accountant post is offset by the reduction of 1 Executive Grade Officer post.
Supernumerary Staff
The post of Secretary Stenographer is required to provide a replacement for a serving officer on vacation leave; 4 of the clerical posts are provided for the Crown Lands and Surveys Office to deal with the work arising from the revision of Crown Land permit fees; the other 3 posts of Clerk are held against Executive Grade Officer vacancies. The posts of Superintendent of Crown Lands and Surveys and of Chief Electrical and Mechanical Engineer are deleted on the completion of the pre-retirement leave of the two former holders of those posts.
These changes together with normal increments and the Salaries Revision account for the increase of $9,566,200 in the Personal Emoluments subhead,
The overall increase in Other Charges Annually Recurrent of $489,200 is indicative of the general increase in activities throughout the Department.
The main items of Special Expenditure are Boring Equipment for the Port Works and Water- works Offices ($84,500), Pumping Plant for the Waterworks Office ($130,000), and Workshop Equipment and Tools for the Electrical and Mechanical and the Waterworks Offices. The provision of $450,200 for Motor Vehicles consists of a revote of $19,700, $104,500 for replacements of old vehicles, and $284,000 for new vehicles.
