The additional posts of Principal Officer, etc., are required consequent upon a reorganization of the Training Centres. The additional posts of Warder are needed to cope with the increased prison population. The two new posts of Interpreter/Translator are offset by the reduction of two posts of Clerk. An extra post of clerk is required to deal with the ever increasing work at headquarters and to assist in maintaining the leave roster. An additional messenger is needed to provide an efficient service for remote stations. These additional posts, together with the salaries revision and normal increments, account for the increase of $1.5 millions in the vote for Personal Emoluments.

Staff and prison population increases are reflected in increased expenditure under a number of subheads under Other Charges Annually Recurrent. The new subhead "Prophylactic Feeding" provides for a daily milk ration for hospital staff working in close contact with active tuberculosis cases. It has been possible to reduce by $37,000 the provision for prisoners' clothing.

The decrease of $294,300 as compared with the approved estimate for 1959/60 is largely accounted for by the final redemption of the 34% Dollar Loan 1934.
