One additional post of District Judge, one of Executive Grade Officer, one of Interpreter/ Translator, one of Clerk and one of Messenger are provided for the additional District Court in Hong Kong; two new posts of Interpreter/Translator and four of Clerk are for the Evening Court in Kowloon. Two posts of Assistant Bailiff and ten posts of Watchmen are required to cope with the increased activities in the Bailiff Section. Five additional posts of Magistrate have been provided for the new Causeway Bay and North Kowloon Magistracies and a further post has been added to compensate for the deletion of the Tenancy Tribunal Expenses subhead under Other Charges Annually Recurrent. These additions are offset by the regrading of four posts as Senior Magistrate posts. The remaining additional posts are provided for the two new Magistracies. These changes, together with the revision of salaries and normal increments, account for the increase of $1.11 millions in the vote for Personal Emoluments.
The opening of the new Magistracies has also necessitated an increase in provisions under Other Charges Annually Recurrent.
Under Special Expenditure, provision has been included for the purchase of 2 spare sets of robes to enable Judicial Officers acting in higher posts to be properly attired.

The supernumerary post of Mechanical Engineer is provided to enable a replacement for the serving officer to be appointed before he retires on 5th December, 1960.
The two new posts of Clerical Assistant are offset by the reduction of two posts of Clerk. In addition it has been found possible to reduce the establishment of Clerks by one further post.
In accordance with recommendations of the Salaries Commission, 1959, one new post of Station Master and one of Engineering Draughtsman Class III have been created, offset by one post of Senior Railway Clerk and one of Tracer respectively.
New posts for Artisans Classes I and II, Unskilled Workers and Apprentices are necessary for transfer to monthly rates of pay of staff formerly paid at daily rates from works votes.
