All clerical staff in the Audit Department have hitherto been members of the General Clerical Service and the posts of Examiner and Senior Examiner are normally filled by officers trained in the department who have displayed ability above the average as audit clerks. This system has not proved entirely satisfactory and the Assistant Examiner grade has been created to enable suitable clerks to specialize earlier.

This department came into existence in July 1959, and funds were later provided by Special
Out of the estimated expenditure of $3,371,300 for the financial year 1960/61, more than 58%, or $1,966,300 is required for honoraria and training of Chief Enumerators and Enumerators of whom about 18,500 will be given a course of instruction and about 12,500 selected to perform the enumeration in February - March 1961. A further $949,500 are for Personal Emoluments.
For the first time in Hong Kong's history the Census data will be processed on modern sorting and counting machinery and the $190,700 provided under Special Expenditure includes the hire and main- tenance of these machines and the purchase of mark sensing cards.
