date of approval of the first scheme, with the staff employed by Government on Housing Authority work, with a percentage addition to cover overheads. For 1955-56 a token provision of $5,000,000 is included.

The Hong Kong Housing Society has now been allocated a total of $15,000,000 covering the Sheung Li Uk scheme already completed and the schemes at Hung Hom ($8,500,000) and Healthy Village ($4,500,000) on which work is in progress.

The allocation of $10,000,000 for loans to non-expatriate Government Officers may need to be increased in view of the number of applications made and of the fact that tenders for building schemes have proved higher than originally anticipated. No change has been made in the allocation pending the preparation of revised estimates of cost.

Reclamations. An allocation of $10,000,000 was approved during the year for Stages I and II of a reclamation at Kun Tong for industrial development. It is intended that the proceeds of sale of reclaimed land (premia on new leases) shall be refunded to the Development Fund. Work has already begun on this project and arrangements have been made to reprovision the Kun Tong refuse dump at Gin Drinkers Bay.

Sports Stadium. Work on this project is nearing completion and the total cost is now expected to be of the order of $3,700,000 in view of additional sanitary facilities found necessary and of the decision to instal floodlighting and to effect sundry improvements including surfacing and fencing of the car park.

CAPITAL EXPENDITURE PROGRAMME

Appendix II to the Draft Estimates comprises a list of projects arranged in four categories of priority as explained in the notes dealing with Head 31-Public Works Non- recurrent. This Appendix takes the place of the table appearing on pp. 116-117 of the 1954-55 Estimates. Works shown in Category A are included in the Draft Estimates under Head 31 and call for no further explanation. Those in Categories B, C and D are explained in the Report of the Subcommittee of Finance Committee on the Government Building Programme.
