Of the additional 82 posts required for the Revenue Division, 26 are for 3 new 70 ft. launches, 13 for work connected with the issue of Certificates of Origin, 5 in replacement of the Woman Revenue Officer Class II and 4 Revenue Officers Class III deleted, and 14 approved during the year. The remaining 24 are required on account of increased activities of the Division generally.

The additional 47 posts in the Trade Control Division are required for the Reserve Supplies Office and are offset by the 63 posts deleted in respect of the Supplies Division which has now been closed down.

The volume of work in the Trade Development Division continues to expand as is evidenced by the steadily increasing number of Certificates of Origin issued and the rising circulation of the Trade Bulletin. 14 additional posts are considered necessary in order to main- tain efficiency.

The provision in respect of the Hong Kong Offices in London and Tokyo was previously included under Head 6, Colonial Secretariat and Legislature, under which equivalent savings are shown.
These changes in establishment, together with normal increments and salaries revision, account for the increase of $471,622.

Under Other Charges, new subheads have been created for Cable and Wireless Charges, $33,000, formerly included under Head 19, Miscellaneous Services; Expenses of London Office, $39,200 and Tokyo Office, $20,000, formerly included under Head 6, Colonial Secretariat and Legislature; Maintenance of radar equipment $2,000, in respect of three new 70 ft. launches; and trade promotion expenses, $200,000. The latter provision includes participation in the British Industries Fair $50,000, and the Toronto Trade Fair $75,000, with a further $40,000 for other displays and trade fairs and $35,000 for postage. The only other major increase is $50,000 for new uniforms required for the Preventive Service. Reductions are shown in a number of votes previously overestimated.

Special Expenditure includes $100,000 for the 1955 edition of the Hong Kong Guide and Directory from which it is anticipated that revenue of $150,000 will accrue in respect of sales and advertisements. $28,000 is provided for replacement vehicles and $6,200 for a photo- copying machine and indexing equipment.
