The decrease of 1 post in the permanent establishment arises from the transfer of the post of Hong Kong Government Representative in Tokyo to Head 7, Commerce and Industry Department. The only other changes arise from transfers within the approved establishment of Cadet Officers, Woman Confidential Assistants and clerical staff, and the deletion of 2 supernu- merary posts no longer required. The net result of these changes in establishment, together with normal increments and salaries revision, is a decrease of $99,481 in the vote for Personal Emoluments.

Under Other Charges, an additional $1,500 is required for fuel, light and power in respect of the Exchange Control Office in Statue Square, the Medical Department having previously been responsible for all electricity charges. Decreases are shown in respect of incidental expenses, formerly overestimated, and expenses of the London and Tokyo Offices now provided for under Head 7, Commerce and Industry Department.
