EXPLANATORY NOTES.

Owing to the increase in the number of prisoners and the unsuitability of the present prison buildings it has been found necessary to open a temporary auxiliary prison at Laichikok pending the building of a new prison. This involves the following increases in personnel:-European Staff: 1 Chief Warder, 2 Principal Warders, 13 Warders; Indian Staff: 2 Senior Warders, 31 Assistant Warders, 6 Guards; Chinese Staff: 1 5th Grade Clerk, 2 Cooks, 4 Coolies. The sanction of the Secretary of State for an increase in the number of Principal Warders to 10 was received too late to allow of provision being made in the Estimates for 1921. The Establishment of European Warders will be as follows:-

2 Chief Warders, 10 Principal Warders, 31 Warders.

The Establishment of Indian Warders has been fixed as follows:-

4 Senior Warders, 16 Warders, 40 Assistant Warders, 59 Guards or Recruits. Provision is made for 67 Assistant Warders and 32 Guards pending the absorption of 27 Supernumerary Assistant Warders.

The opening of the Laichikok prison has also rendered necessary provision for the crew of a launch to convey officers and prisoners across the Harbour.

The increases in the items "Fuel", "Incidental Expenses", "Light", and in some other items under "Other Charges" are due in part to the same cause.

Students in Training at the University :-

It is proposed to increase the numbers of these by a maximum of 7 yearly.

There are now at the University:

(a) 1 student, who will graduate next June.

(b) 11 students, who will be up throughout 1921.

(c) 7 students, who will be up during the last 3 months of 1921.

(d) 7 students, who will, in September, 1921, sign agreements to go to the University as Student Teachers after one more year at Queen's College.

Provision is made accordingly.
