The export of rubber is regulated. Basic quotas have been fixed by international agreement for each of the participating Gevernments, and exports are restricted to a certain percentage of these quotas each puarter. The mean percentage of release over the year was 56 per cent. The Singapore price of standard sheet varied during the year between 261 and 393 cents per pound. The average price over the year was about 33 cents per pound as compared with 23 cents per pound in 1938.

The importation of cotton and rayon piece-goods of foreign manufacture or origin is controlled. Regulation is effected by prohibiting by rule under the Customs Duties Enactment the importation, otherwise than from the Colony or a Malay State or Sarawak, of certain classes of foreign textiles in respect of which a quota has been fixed under the Straits Settlements Importation of Textiles (Quotas) Ordinance, except under licence. As the other Malay States and Sarawak have imposed a similar prohibition, all imports of such textiles into the State are subjected to the Straits Settlements quota restrictions. No licences for direct import from other countries were issued.

Trade. The aggregate value of the trade of the State for the year (exclu- sive of notes, coin, bullion and specie) was $11,115,646 as compared with $9,402,281 in 1938 and $8,111,394 in 1937.

Imports. The total declared value of imports during the year amounted to $3,256,768 The figures for the preceding four years were:
