EAST COAST OF SUMATRA

The district known as the East Coast of the Island of Sumatra is situated between the Government of Acheen and its Dependencies in the north, the Straits of Malacca in the east, Indragiri (a part of the Residency of Riouw and its Dependencies) in the south, and the Residency of Sumatra's West Coast and of Tapanoeli in the west. The administrative formation of one pro- vince for the whole of Sumatra took effect as from July 1st. 1938, the highest administrative authority now being the Governor of Sumatra. Local affairs however in the East Coast of Sumatra are in effect controlled by the Resident of the East Coast of Sumatra, who has under him 7 Assistant Residents, 19 Controllers (inc. Gezaghebbers) and 7 Assistant-Controllers. The East Coast of Sumatra includes a number of States, each of which, under control of the Government, is ruled by a body known as the "Inlandsche Zelfbestuur", con- sisting of the Sultan and his "Rijkgrooten." Justice is dispensed by the Court of Justice at Medan, the Landraad of Medan, Bindjei, Tandjong Balei, Tebing Tinggi and Bengkalis, the Residentiegerechten of Medan, Bindjei, Tandjong Balei and Bengkalis, the Magistrates, the Landgerechten, and by native Courts or "Karapatan." The staple industry of the country is agriculture, and, this being dependent upon imported labour (mostly Javanese), the labour question is carefully guarded by a special ordinances.

The question of indentured labour has received great attention in the recent past, resulting in a new Coolie Ordinance which calls for a progressive decline in the proportion of contract coolies to the total labour force employed by estates. At the end of 1939 almost all labour was free.
