3. Contemplated Treaty to become effective on January 1st, 1929, if ratifi- tions have been exchanged before that date, otherwise on the day of such kchange of ratifications.
The texts of the Sino-Norwegian, Sino-Netherlands, and Sino-Swedish reaties, signed respectively on November 12, December 19, and December 20, re given below :
Treaty Regulating Tariff Relations between the Republic of China and the Kingdom of Norway.

The Republic of China and the Kingdom of Norway, both being animated y an earnest desire to maintain the good relations which happily subsist etween the two countries, and wishing to extend and consolidate the com- Bercial intercourse between them, have, for the purpose of negotiating a treaty
esigned to facilitate these objects, named as their Plenipotentiaries:-

His Majesty the King of Norway:

ho, having met and duly exchanged their full powers, which have been found
be in proper form, have agreed upon the following Articles:
Article I--All provisions which appear in the treaties hitherto concluded nd in force between China and Norway relating to rates of duty on imports nd exports of merchandise, drawbacks, transit dues and tonnage dues ia hina shall be annulled and become inoperative, and the principle of con- lete national tariff autonomy shall apply subject, however, to the condition hat each of the High Contracting Paities shall enjoy in the territories of he other with respect to the above specified and any related matters treatinent no way discriminatory as compared with the treatment accorded to any ther country. ·
The nationals of neither of the High Contracting Parties shall be com- elled under any pretext whatever to pay within the territories of the other arty any duties, internal charges or taxes upon their importations and ex- ortations other or higher than those paid by nationals of the country or by ationals of any other country.
Article The English and Chinese texts of the present Treaty have een carefully compared and verified; but, in the event of there being a ifference of meaning between the two, the sense as expressed in the English ext shall be held to prevail,
The present Treaty shall be ratified as soon as possible and shall come into orce on the day on which the two Governments shall have notified each other hat the ratification has been effected.
In testimony whereof the respective Plenipotentiaries have signed the pre- ent Treaty in duplicate in the Chinese and English languages and have affixed hereto their seals.
Done at Shanghai this twelfth day of the eleventh month of the seven- eenth year of the Republic of China, corresponding to the twelfth day of fovember, nineteen hundred and twenty-eight.
