paying duty at Ningpo, the reason for this change being that the oil companies took advantage of the difference existing between the rates at which conservancy and wharfage dues are calculated at Shanghai and the wharfage dues rate at Ningpo. There was some increase in the importation of buntal fibre; hats, hand-made in the district, have gained some popularity abroad, resulting in an increased demand for raw material. The slight increase in the value of coastwise imports is ascribed to larger importations of native cotton piece goods, which are gradually replacing the foreign article. The exportation of mats, and tea increased in volume. The special status enjoyed by Chinhai as a transportation centre for the discharge and loading of native imports and exports without fiscal obligation diverted to that place much of the interport trade from Ningpo, where native goods were formerly imported or exported on payment of duty. This accounts for the serious decline in the volume of domestic trade that would otherwise pass through Ningpo. The total number of steamers entered and cleared was 2,068, with a total registered tonnage of 2,989,436, as against 2,057 vessels totalling 3,156,534 tons in 1835. The less frequent visits of stcamers from abroad accounts for the declined in tonnage. With the completion of the unfinished section of the Shanghai-Hankow-Ningpo Railway between Tsao-o and Hangchow, through railway traffic will become possible between Ningpo and Shanghai via Hangchow.
