The difficulties and risks of this route are considerable, and it is probable that it will be found advisable to adopt the somewhat longer route vid Lulintan; on account of the sharp bends of the River Yuan in its lower reaches, specially adapted steamers will probably have to be used. The question of making Changteh an open port"
was considered in 1906 and again taken up in the spring of 1915, and Chinese officials visited the place to enquire into the conditions, but it still remains open only to vessels under Inland Water Steam Navigation rules. In 1920, a new organization for the technical control of the Middle Yangtsze Aids to Navigation and channels was instituted by the Customs.
The Standard-Vacuum Oil Company has recently established an oil installation at a point about two miles below the Settlement. It has erected three tanks and contemplates erecting three more. The first oil tanker direct from California arrived here during the high water season of 1926. This installation will be the centre of distribution for the upper Yangtsze and the "Lake Ports," such as Changteh, Yiyang and Tsingshih. Although all oil was withdrawn from the tanks in May, 1927, owing to the then disturbed conditions, the use of the tanks has been resumed since June, 1928.

Yochow was free from major disturbances during the year, but several cases of kidnapping by bandits occurred in the immediate vicinity, while, somewhat farther afield in the district served by the port, the town of Tsingshih was threatened at one time by a "Red" army under the notorious bandit Ho Lung. In these circumstances much of the same feeling of restlessness and anxiety prevailed as in recent years, and no very great improvement was to be noted in trading conditions. Apart from the prevalent uncertainty, however, the district was actually in much less danger from armed interference than usual owing to the vigilance of the provincial bandit- suppression forces. The Yochow Custom House is situated at Chenglingi, some 4 miles distant from the city of Yochow. The place itself is of little commercial importance, merely acting as a distributing centre for kerosene oil and other imports destined for the Tungting Lake ports, while the Customs establishment is principally a controlling point for vessels and cargoes that change their status there under Inland Waters Steam Navigation Regulations. However, since a large area in the lake region, besides the whole Yuan River valley up to the Kweichow border, is tapped at Chenglingki, the cargoes concerned are by no means negligible, the principal exports consisting of wood oil (348,000 piculs), raw cotton, ramie, nutgalls, lotus-buts, black tea, cinnabar and quicksilver from the borders of Kweichow, medicines, and hides.
