Taking the statistics for 1931 and 1932 as they stand, the export trade declined by 46 per cent., but that, disregarding the misleading Manchurian figures, the actual decline was 38 per cent. It is obvious that if a full year's trade in Manchuria be- credited to 1931 and only the half year's trade of that area for which Customs figures are available be credited to 1932, an unfair picture of the decline in China's exports during the year under review would be drawn. A 38 per cent. decrease is bad enough,. but four other countries (including Germany and Austria) exceeded the 40 per cent. mark; exports from the United States declined by nearly 34 per cent.; France, the Netherlands and the Belgo-Luxembourg Economic Union all registered declines of over 35 per cent.; and the average decline in exports for all countries worked out at 24.6 per cent. These up-to-date statistics show very clearly the further extent which trade suffered throughout the world during 1932, and that the decline in China's export trade, serious as it was, has at any rate been no more extraordinary than that which occurred in many other countries during the year under review. Apart from the general depression in international trade, and the resulting protective barriers erected in other countries that have made it more difficult for Chinese produce to find' a market abroad, the outstanding feature of the year in the export trade has been the loss to the country of the benefit of the great agricultural shipments to foreign countries from Manchuria.
