At the end of the year measures were taken to patrol and garrison Bias Bay and to put down both sea and river piracy, which became a grave menace during the troubled times of 1929. Trade was not very good, Canton feeling the world depression, and the depreciation of the value of silver. Good government and the prospect of peace have, however, had a favourable reaction and the prospect for 1931 is brighter than it has been for many years.
