224. The fee (which is for insurance and registration) must be prepaid by means of postage stamps, which the sender must hand in at the same time with the parcel to be affixed to the certificate of posting ; they must not be placed on the cover or label of the parcel. A certificate of posting must always be obtained by the sender of an insured parcel.
225.-No parcel can be insured for more than the sum set in the list given on page 48 against the name of the country or colony to which it is addressed, or for a sum above the real value of the contents. A parcel of which the contents have no saleable value may, however, be insured for a nominal sum in order to obtain the safeguards of the registration system. Over-insurance is a bar to compensation.
