As Indian Brigade is now being sent to Hong Kong as reinforcements instead of British Brigade regret it will be necessary to retain a proportion of Naval landing parties now employed on police duties until a sufficiently trained Police Force officered by Europeans is available, despite marines and seamen reinforcements you are sending from Australia.

2.

Indian troops do not command the respect of the Chinese population as do British troops and their use for police duties is therefore limited.

3.

Police Force is being rebuilt to meet modern conditions and delay has been caused by the non arrival of European staff. It is likely to be capable of standing on its own feet until about three months after the arrival of European inspectors still being recruited in London.
