I have the honour, with reference to my telegram No. 1453 of November 10th, to transmit to you, herewith, a copy of a minute by the Air Attache on his talk on November 23rd with the Director of the Chinese Commission on Aeronautical Affairs, about the detention of an R. A. F. Sunderland flying-boat at Sama in Hainan.

You will observe that General Chow Chih-jou disclaims responsibility for the setting of guards on the aircraft and personnel but that he has undertaken to take this matter up with the Area Commander. Air Commodore Bartholomew says that General Chow seemed sincerely apologetic at this unfortunate affair and determined that there should be no recurrence insofar

The General as it was in his power to prevent such a thing. will doubtless communicate further with Air Commodore Bartholomew as soon as he hears from General Chang Fa-kuei.
