There are a number of loose ends which need tying up in the matter of the appointment of Chinese and Aerican Information Officers in Hong Kong and Singe ore.

For the moment however, is you will see from the enclosed copy of letter which Gent haG today written to aternd: le Bennett, the only point- ment on which immediate action is required is that of Mr. Cheng Hu-sen as the Chinese Ministry of Information representative in Hong Kong (your sign: 18 to C. in C. Hong Kong 78230 und 79408 of 6th und

De have had from Chungking through the Foreign Office further details of Mr. Chang's career: he is a graduate of the University of Shanghai, was from 1943-44 represent: tive of the Fukien-u: ntung Foreign Affire Bureau, und from 1944-45 at the Canton Foreign Affairs Bureau. He is well known to our own V.0.1. represent:tive in Chungking, who considers that Mr. Chẳng will be helpful and

The Embassy Chungking also report however that he left for Hong Kong on the 28th October, 1945.
4. In these circumstances merkaps you would consider plasing on these particulars to C. in c. Hong Kong, whose agreement to this appointment ins not yet been obtained. We much regret that
