From Civil Affairs number 636(?436) for Civil Affairs and Colonial Office. My 281 of 020734 Nov. rehabilitation allowance. On basis of balanced ration for period of one week costs now show reduction 38.76% compared with 20th September. Consider it would be unwise at present stage to reduce allowance to full extent theoretically justiriod by these figures as drop recently has been rapid and there will almost certainly be fluctuations. Moreover from political aspect consider it essential make reduction gradual one as sudden drastic cut might provide opportunity to work of labour unrest. Public is being prepared for some reduction by press comment on fall in food costs. Proposals being submitted to Labour Advisory Board on basis of reduction of 20 cents for December with further reduction in January depending un prices prevailing in mid December.
