procedure to be adopted on transit visas as outlined in Washington cable No. 7529 has already been agreed by Hong Kong (see No. 506 Hong Kong to Admiralty D.T.0. 170904 Nov, copy of which you have in the Foreign Office).

Civilians leaving the U.K. for Hong Kong are issued in each case with the standard Military Permit for passage through South East Asia Command,

I do not think that Mr Chick will experience any difficulty in entering Hong Kong, now that private trading has been resumed, but the C.C.A.0. still requires prior reference in the case of returning business men of any nationality.
