Please give Marshal this message from me in Chinese as well as English.
(2). I have spoken to Commander-in-Chief Hongkong regarding transport for coal and food.
(3). The position in regard to coal is Hongkong can provide shipping but does not wish to risk Pearl Harbour run until it has been swept. There is little coal available at Haiphong so that coal would have to come from Formosa or North China. Hongkong itself is short of coal so can Marshal arrange for Hongkong to obtain on cash basis at least an equal amount of coal to that transported for Canton and also arrange for lighterage facilities to be made available at port of embarkation.
(4). With regard to food from Hainan Island Hongkong also wishes to buy peanut oil and sugar and will require lighterage facilities.
(5). With reference to inistry of War Transport's telegram 3011002 to ne paragraph four the position is that allocation of rice is under Combined Food Board in Washington whose consent must first be obtained by Central Government.
