Dear Smailes,

With reference to your letter C.A.4/BM/194 of the 1st December, I enclose a copy of Washington telegram No.8468 (which I have just seen) and of Foreign office telegram 12436, to which it refers.

If you agree, we propose to reply that applications from Americans for return to Hong Kong should be made through the United States Consul-General in Hong Kong to the Chief Civil Affairs Officer there and that the United States Embassy here have been so informed. This also applies to the French and Dutch, and to Chinese returning from territories other than China. Applications from other nationals should be referred by Passport-control authorities to the C.C.A.0. direct. An allen who can produce evidence from the C.0.A.0. that his admission to Hong Kong had been approved would be granted a visa without reference.

I am sending a copy of this letter to Mayle and Miss Ruston.
