Repatriation.

One. Wr Office 82887 (CA(DP)) of 3 November states "Foreign Office state no

nationals of Latin American republics mentioned in telegram under reference fall

within mandate either of UNKRA or intergovermental committee and sufest individuals

be referred to their protecting powers where possible",

This is not in accordance with statement made by Man in Hongkong to effect

that all allied nationele would receive same treatment regarding repatriation. Sinal

n mber 23467 of 26 September from Man (rpt Man¡ confirms LA nation ls should be

evacuated.

Three. Following numbers of nationls referred to in par: one heve applied for

repatriation. Chile two, Costa Rica eleven, Colombia six, Soquador 14, utama la trelve,

"'exico 67, Nicaragua four, Prams eight, Peru 34, total 158.

Four. It was intended in accordance with para two to repatriate above as soon as

British shipping ave ilable.

Five. Prot oting powers unascertainable except Sweden for Lexico.

Six. Majorit of aplicants in parn three are women and children who are doctitute

and on relief and will continue to be charge on public funds. Fu gest representatives

in London be pré sed to secure from their governments a guarantee to Unit d States

Coverment that they will bear cost of repatriation. It may then be po sible to ervan e

repatriation to Manila in British ships and thence onward in merican ships.
