Diplomatic visa 45 granted to Mr. Hopper and his wife

on October 17th on application to State Department. In granting visas, view taken by visa section was that while accommodation and supplies might be scarce in Hongkong United States Government would ensure that their representative and his wife were taken care of. Visas were subsequently granted to Mr. Hopper's daughter, Virginia Lee and to Mrs. Larissa Brown, wife of the United States Vice Consul at Hongkong.

2. I regret that owing to an oversight I did not (repeat not) on receipt of your telegram No.324 of November 5th inform you of action taken.
3. I am very sorry for any embarrassment which may result from the arrival of the three women. No other visas will be granted to women and children without your prior concurrence.
4. Foreign Office pass to Commander-in-Chief- Hongkong as my telegram No.4.
