refuse export licences for unsponsored firms until an import licence number

is known in London or is the supply position in Hong Kong so desperate that

assistance should be given to all applicants for export licences from

United Kingdom to Hong Kong and that all available cargo should be sponsored without delay at exporters risk if shipped without import licence (.)
