Heat for Hong Kong. In view of canned meat position as stated by you and fact that frozen meat would be handled commer- cially propose to ask Colonial Office to arrange transaction by normal Colonial bulk indent procedure rather than submit to SSS.

Tara Two. To Colonial Office only for Mayle. You will have seen our 586 of 23 November to War Office. Grateful you take following action. NIT.

(A) Submit our requirements to L for C with justification as in our telegram under rofcrence. Canned meat suplies excess of which War Office state cannot now be cancelled will be spread over 12 months consumption or more instead of 6 months for which originally intended.

(B) secure Treasury authority. Meat will be sold on arrival to dairy farm 30 that these will be no net expenditure by

Government.

(C) Arrange for CAA to purchase through Ministry of Food from Australia on normal bulk indent forms. First shipment to reach Hong Kɔng by mid February. Further consignments would be

called forward as required.
