The announcement of the resumption of private trading was made in Hong Kong on 22nd November C-in-C Hong Kong's No. 592 of 22nd November.
Moreover from C-in-C Hong Kong's No. 494 of 15th November Para 5 you will see that the immigration
restrictions against Chinese have been lifted.

I think therefore that we can say in all sincerity that there is no question of discrimination against any national who has legitimate business in Hong Kong and whose presence there will further in any way the return of the colony to normal. You know, of course, the difficulties of transport in Hong Kong itself. These factors have a definite bearing on the problems, and will, if anything, discriminate against British as opposed to Chinese interests.
The present policy of the C-in-C both as regards private-trading and immigration of Chinese appears to
