Dear Alliso

When you called on the 30th November on Sterndale Bennett you enquired whether application by American citizens wishing to return to Hong Kong should be sent through the United States Consulate at Hong Kong or whether, for instance in the case of an American in New York, he should apply through the British Consulate-General there.

I can now tell you the answer. It is that applications for permission to enter Hong Kong should be put through the United States Consul there direct to the Chief Civil Affairs Officer.
