As arranged over the telephone, I enclose a telegram in duplicate to Hong Kong containing a message from me to MacDougall seeking his early comments on a draft announcement concerning the resumption of private trading in Hong Kong, which has been prepared in the Colonial Office.
I think that you agree with me that it is desirable to adopt this procedure to expedite the issue of this announcement, which is now very urgent. I should be very grateful if you would arrange for the telegram to be sent off as quickly as possible, unless, of course, there are any obvious objections in principle to it from the point of view of the war Office.
I should also be very grateful if the draft could then be further considered in the War Office, and if I could have any comments which the war Office might have as the result of such condideration. I hope that when we get MacDougall's comments on the draft we shall be in a position to agree a final version and get it off to the C.-in-C. without delay.
I am sending copies of this letter and of the telegram to Kenrick, Scott (Foreign Office) Willis (Board of Trade), Miss she (Treasury) J.H. Golsby (Department of Overseas Trade).
