RMINDIA, TROOPERS.

Para One. Political conditions around us are very disturbed,

with much unrest, inflation and unemployment, including threatened

strikes in Shanghai and elsewhere. So far we have managed to stave

off any serious labour trouble but we may not be able to continue

to do so unless constructive measures are devised to meet our

large and increasing unemployment problem.

Para Two. One solution is the revival of some of our many

factories which formerly employed 70,000 persons and manufactured

a wide variety of products, including cotton textiles, rubber

shoes, metalware, etc.

Parc Three. Preliminary survey of the problem indicates

for instance that the provision of 3,500 tons of yarn for the

first six months would enable 50 factories to operate on a

reasonable scale for the next six months. Their finished products

would not only meet the whole of our demand for Singlets, shirts etc, but would leave about 80 percent of the total production for

export to meet our commitments to other Far Eastern destination.
